Ukrainians hooked on online casinos by open advertising

The presence of such content on the Internet is directly related to the inaction of the state, he said.

“The situation arose because the government does not carry out any actions necessary in order to legalize gambling. First, it is not fighting with illegal gambling, and secondly – not trying to legalize them. The government provides no legal alternatives, so the players, in order to realize their desire of gambling, will continue to look for profit in the informal sector,” she said.

Given the situation, experts fear the pressure of the authorities on the issue of legalization of gambling in Ukraine. It got to the point that to remove the ban on “armed bandits”, the Ministry of Finance is trying through new licensing conditions for lotteries, said Z. Toporetskaya.

“The Finance Ministry is trying to bypass the Parliament to legalize gambling, adopting the new licensing conditions for conducting lottery activities. The document he developed and published in may last year. This document is an absolute monopoly of one operator. We will return to what it was in 2009. The Ministry of Finance will not be effective instruments of influence on the only operator that will carry out quasistereo. As previously reported UNN we are talking about company “UNL” (Ukrainian national lottery), which is associated with the people’s Deputy from BPP Alexander Tretyakov, former head of AP Boris Lozhkin and former head of the state property Fund, Igor Bilous, and which last year trying to get a monopoly in the lottery market. According to experts, the scheme for the monopolization of the market began with the fact that all the competitors “UNL”, and that the company “M. S. L.” and “Patriot” drove under the sanction of the Council. To this day, no public authority was not able to answer what the reason was for such measures. Moreover, later it became known that the SBU refused claims for “M. S. L.”, instead of the claim came from a business Ombudsman to the actions of the authorities. But while looking for the extreme, “M. S. L.” and “Patriot” continue to sit under the sanctions of the national security Council, it seems, actively trying to take advantage of their competitor, contender for the monopoly.

In may last year, the Ministry of Finance issued long-awaited licensing conditions for lotteries. But instead of the expected transparent rules in the market, experts saw again attempts to monopolize the market by “UNL”. The bill provides that the companies under sanctions will not be able to obtain a license for further work, and it means that “M. S. L.” and “Patriot” categorically had to leave the market, if the intention of the Ministry of Finance did not through and not blocked by the AMC, the state Treasury and Regulatory service. Apart from attempts to monopolize the market, the project takes into account the mechanism of covering “one-armed bandits” disguised lotteries, say experts.
