The Ministry of health is developing a. for fixation of torture

The Ministry of health began work on a standard to effectively document torture. This was reported by the press service of the Ministry.

“We understand that Ukraine needs not only a new health care system. In modern conditions there is a need of improvement of entire institutions of state power. The main task is to develop and implement an effective tool for doctors. It is extremely important to make it work in our conditions”, – said the Deputy head of the Ministry for European integration Oksana Sivak.

According to the report of the UN monitoring mission on human rights, who worked in Ukraine from 16 February to 15 may, the country’s alleged “ongoing systematic torture and ill-treatment”. The UN has specified that this applies to law enforcement officers, who may thus be forced detainees to false confessions.

According to Sivak, physicians – first point of contact for the victim. Doctors must be able to assess the condition of victims of torture and know how to document changes in physical and mental condition of the victim.

“Forensic medical and forensic psychiatric experts, doctors with special knowledge and special role in the administration of justice, are the professionals on whom we depend will get the appropriate evidence of torture or not. However, the crucial role of the primary care physician,” said the Deputy Minister.

The developed standard is entitled “Medical documentation of torture and inhuman or degrading treatment or punishment”.
