The authors of the report note that the recognition of a state sponsor of terrorism entails a number of restrictions, including a ban on economic activities. As a first step, Congress should pass a bill that requires the Secretary of state to consider whether Russia is sponsor of terrorism.

In February was announced the new counterintelligence strategy of the United States for the years 2020-2022, according to which Russia and China appear first in the list of threats to national security. “Russia and China operate around the world, using all the tools of national power against the United States and have a wide range of modern intelligence capabilities,” the document says.
Other threats related Cuba, Iran, North Korea, Hezbollah, the terrorist organization “Islamic state”* and al-Qaida*, transnational criminal organizations and others. The “players” are using increasingly sophisticated means of achieving the objectives in the sphere of economic security and exert pressure on competitors. All of this threatens to undermine the military advantage of the United States, including in space, but also “to undermine the integrity, credibility and authenticity of American goods and services.”
