Protest the deficit. Why in spite of the dissatisfaction with the authorities, the Maidan-3 is hardly possible
Doctor of historical Sciences, Professor Stanislav Kulchytsky was told to Focus on the role of civil society, the change of generations and why it is still not defeated corruption
December 8, exactly 13 years ago, on the 17th day of the Orange revolution, it became clear: she won. The Verkhovna Rada approved the new composition of the Central election Commission, and also adopted amendments to the Constitution providing for a transition to a parliamentary-presidential form of government. Also changed the electoral law, which was conceived by the then opposition, was to block the main channels of falsification. Victor Yushchenko urged the protesters to return home and prepare for a new vote.
Today in Ukraine, too restless: near the Parliament continues a protest rally organized by the political parties “Movement new forces,” and this Sunday, in the capital will host the next round of the “March for impeachment”. President Petro Poroshenko said that the real plan of the organizers of the protest is to destabilize the situation in Ukraine, and Prosecutor General Yuri Lutsenko stressed that the ex-President of Georgia Mikheil Saakashvili organized street actions with the aim of seizing state power and facilitate the members of “criminal gang the ex-President of Ukraine Viktor Yanukovych, and businessman Serhiy Kurchenko”.
Anyway, despite dissatisfaction with the government and a number of political and social factors that could lead to another Maidan, sociologists have concluded that 59.9% of Ukrainians do not support the actions of mass protests (the Center for social and marketing research SOCIS, Kyiv international Institute of sociology, sociological group “Rating” and Razumkov Center). The new Maidan are 22.5% of respondents, however, they are not going to take part in it. Only 9.2% are ready to participate in street protests, but 8.5% of respondents were undecided on this question.
It is noteworthy that the current protest action under the Verkhovna Rada in Kiev is supported by only 7,3% of Ukrainian respondents. What is the reason — fatigue, disappointment, or in the political arena is not a man, able to mobilize critical of the current government of Ukraine? These questions Focus addresses the doctor of historical Sciences Stanislav Kulchytsky.
Stanislav Kulchytsky: “the Current government makes a lot of mistakes, but progress, nevertheless, is still there”
Taking into account a number of shocks that Ukraine is now experiencing, how do you assess the temperature in the society?
— Society is in deep crisis, and this is understandable. First, the war continues. Second, the old political forces are resisting, and new only state. The transformation that began back in 1991, lasts a long time, but it’s understandable.
Explained what?
Personally, I am convinced that you need at least two generations so we can finally meet the standards of society, which would not be affected by the virus of communism.
Do you see on the political horizon qualitatively new political force?
— Like it or not, but any time is three generations. In 1991, there were three Soviet generation, there are two Soviet generation was born the third, which I call the Maidan. Maidana generation and manifested itself in the Orange revolution, and the revolution of dignity. However, we must understand that between these revolutions, there is a very big difference. After the Orange revolution everything looked in the mouth of Yushchenko, who called all the young Ukrainians, hoped for it, but later nothing happened. And during the revolution of dignity we feel not an object but a subject of history. The first and the second revolution began as a confrontation between the oligarchic clans. However, if in the first revolution, civil society was barely seen, and, in fact, developed from scratch, during the second revolution it has shown itself very much. In this context, it should be said about the greatest role of volunteer battalions and other forms of self-organization of citizens.
The polls are catastrophically low level of trust to the representatives of all branches of government, in this connection, many experts say that public patience could burst at any moment. What do you think about this?
— The current government commits a lot of mistakes, but progress, nevertheless, is still there. Take the fight against corruption: every day we learn new scandalous facts. By the way, in the 90s the level of corruption was much higher, it is a whole generation of oligarchs. But unless we do something about it, and said he knew? Yes, called the privatization of “grabbing”, but the everyday information about corrupt officials and their scams were not.
Now that information is in abundance, but a high-profile corruption scandals have consequences in the form of specific court decisions. Why, do you think?
— Information about acts of corruption of senior officials does not often brought to the judicial system. Why is this happening? First of all, because the judicial system is subject to deep and serious reform. Any reforms are always moving with great difficulty, but it would be wrong to say that we are on the spot and there is no progress. That is why I look to the future with optimism.
