April 1, 2019 effective date of the new state building standards (GOS) mandatory to create a barrier-free environment in Ukraine for disabled groups.
This was announced by the Deputy Minister of regional development, construction and housing and communal services of Ukraine Lev Partskhaladze on the Forum of the Association of cities of Ukraine on sustainable development of territorial communities of 21 March, the press service minrehionu.
According to him, today in Ukraine there are about 3 million people with disabilities, according to the world health organization, disabilities in Ukraine are about 10% of the total population. 80% of these people are healthy and active.
“Now almost 90% of the ramps built incorrectly, there is no tactile paving and most people don’t even know what it is, there are no elements of accessibility for other disabled populations. It should not be! And the new seeker is directed primarily to an effective solution to this problem,” — said Partskhaladze.
The Deputy Minister noted that now the person who will design, build and Commission new facilities into operation in accordance with the new seeker will be solely responsible for how it is done.
“Gsny are binding and I want to remind designers, architects, builders, all the projects that are being designed and objects that are constructed must comply with the applicable requirements of the GOS,” — said Partskhaladze.
In the new GOS are about 100 qualitative changes for safety and comfort. Primarily for people with disorders of the locomotor apparatus, vision, hearing, mental activity and other people with limited mobility: the elderly, parents with young children, pregnant women.
Partskhaladze said that the new rules are not only mandatory fixed arrangement of the elements of barrier-free environment, but also lead all the technical characteristics and specific illustrative examples of such implementation, considering the existing foreign experience. In particular, for the design:
– access ramps, special lifts and other accessibility solutions for people with disorders of the musculoskeletal system;
– tactile and visual elements of accessibility: tactile floor tiles, information tables and signs in Braille, audiocasette for people with visual impairments;
other visual information, duplicate important sound information texts, the organization of cued speech, use of sound reinforcement systems for people with hearing impairments, and other important changes.
We will remind, in January of last year the Cabinet of Ministers has expanded the list of persons with disabilities, which provided benefits for Parking and storage of vehicles.
