Zelensky announced the intention to dissolve the country’s Parliament for his inauguration, which was held on 20 may. His words were greeted with thunderous applause. The basis for the dissolution of Parliament, in particular, the head of state pointed out the absence of a parliamentary coalition of more than 30 days, citing the relevant articles of the Constitution. On may 21 the meeting with the leadership of the Verkhovna Rada and leaders of parliamentary factions and groups, the President said that the dissolution of Parliament is associated with low credibility with the population.

“The main argument for the dissolution of Parliament is very low trust of Ukrainian citizens to this institution – 4%. This is the evaluation of the work of Parliament and the most powerful argument for termination of his powers. I, as the guarantor of the Constitution must guarantee the rights of citizens of Ukraine. The legal basis for the dissolution of 2016 did not exist a coalition”, – said Vladimir Zelensky.

He also proposed to change the electoral code, reducing the threshold for parties to 3% and going to a more proportional system of elections to the Parliament on closed party lists. However, at the extraordinary session, the deputies refused to include in the agenda of the President’s proposal. The trial was supported only by 92 deputies out of 450. The faction “Block of Petro Poroshenko” has criticized the bill, calling the proposed electoral system “big corruption”.
