GBR opened the proceedings due to torture cancer patients in prison
KIEV. 28 Oct. UNN. The state Bureau of investigation has opened proceedings against employees of one of the penal institutions of the State criminal-Executive service of Ukraine because of the torture cancer of the face. The first Deputy Director of the State Bureau of investigation Olga Varchenko wrote on his page in Facebook, reports UNN.
“Recently began criminal proceedings according to article 127 of the criminal code of Ukraine (torture) in respect of employees of one of the institutions of execution of sentences of State criminal-Executive service of Ukraine.
The occasion was the representative of the Verkhovna Rada of Ukraine on human rights,” wrote Varchenko.
She said that, according to preliminary information, the workers of the mentioned institutions did not provide medical care of cancer patients concluded.
“A woman filed a lawsuit in the European court of human rights and won the case. The ECHR obliged Ukraine to take steps to comply with the requirements of article 3 of the Convention on the protection of human rights and fundamental freedoms (hereinafter Convention), which prohibits torture or inhuman or such that humiliates dignity treatment or punishment,” wrote Varchenko.
Varchenko said that, according to the Commissioner for human rights, after the court verdict cancer patient inmate transferred to another institution of corrections.
“However, during the transportation of the employees of the institution, who accompanied her, probably beat her, causing injury. According to the statement, the woman assumes therefore, employees took revenge on her for what complained to the ECHR”, – stated Mr. Varchenko.
Recall, for five years in Ukraine accounted for more than 400 industries because of the torture.
