Entered into force the NSDC decision on strengthening the cyber defence of Ukraine

Put into effect the decision of the Council of national security and defense of Ukraine on strengthening the cybersecurity of the country. Today, the last day of summer, the corresponding decree №254/2017 was signed by President Petro Poroshenko, the press service of the head of state.

The Cabinet of Ministers within three months should resolve the issue of prohibiting government agencies, enterprises, institutions and organizations of state form of ownership purchasing of services (to conclude contracts) on the Internet with operators/service providers, who do not have documents confirming the compliance with data protection requirements in the field of information security.

Also, the Cabinet is obliged to enact the mechanism of attraction of physical and legal persons on the terms of outsourcing for performing tasks for the cyber security of state electronic information resource.

According to the decree of the government with the participation of the security service shall prepare and submit to the Verkhovna Rada a draft law on the delimitation of criminal responsibility for crimes in sphere of use of computer systems and computer networks and telecommunication networks committed against the state and other information resources, against the objects of critical information infrastructure and other facilities, as well as the appropriate demarcation of jurisdiction.

SBU, the administration of State special communication service together with the police must urgently intensify cooperation with foreign partners to combat cyber attacks on critical information infrastructure, investigation of such cyber-attacks, establishing the causes and conditions that contributed to their making, and to attract international technical assistance to ensure the cyber security of public electronic information resources and objects of critical information infrastructure.

Additionally, for 2017, the government should provide funding for the costs of designing secure data center to host the state electronic information resources, to take measures for establishing a National centre for operational and technical management of telecommunication networks of Ukraine and its functioning. Also, the Cabinet is obliged to ensure the implementation of legislation in the sphere tehzaschity information, and to respond quickly to violations.

In the decree it is recommended that the national Bank with participation of state service of special communication and the SBU to take urgent measures to improve cyber security of systemically important banks in the country.

“The national security Council, having considered the complex problems in the field of cybersecurity, associated with the effects of recent massive cyber attacks on the state electronic information resources and critical infrastructure, also instructed the Cabinet to study the issue of determining the State body responsible for the backup information and state information of the electronic information resource and for establishing the order of transmission, storage and access to these copies,” concluded the President.
