The Prime Minister of Hungary Viktor Orban, which has rejected at the EU conditionality of financing from the Union budget principles of a legal state, criticized the position of his Dutch colleague Mark Rutte, reports “Interfax”. “We must clearly say: if the agreement is blocked, it will not be my fault, but the fault of the guy from the Netherlands, because he started it,” said Orban representatives of the European press on Sunday in Brussels.

According to him, he also stands for the rule of law, but the Dutch delegation at the summit leads to creation of a new mechanism requiring amendment of the Treaty on European Union. “I don’t know what the personal reason that Dutch Prime Minister hates me. Me or Hungary. But he attacks very harshly,” – quoted him as saying the European media.

Hungarian Prime Minister added that his delegation was willing to find an agreement to stay in Brussels for one week. “We reserved a week at our hotel,” – said Orban. Rutte demanded that countries recipient of EU funding in the framework of the plan of anti-crisis restoration had a deep socio-economic reforms.

Most of the member States of the EU during the extraordinary summit supported the proposal of European Council President Charles Michel, head of the European Commission Ursula von der Leyen, of Chancellor Angela Merkel and Rules to determine the allocation of European subsidies respect the rule of law. According to them, this, in particular, motivated by the departure in recent years Hungary and Poland from the relevant rules.

On the summit of the European Union, which for the first time of a pandemic coronavirus arranged in person, to discuss the EU budget for the years 2021-2027 and the plan of anti-crisis restoration of economy of the European Union. The resolution of the European Council on these projects requires unanimous approval. Sunday morning Michelle leads a difficult consultations with the leaders of the EU countries, and the plenary session of the European Council has not yet begun.

The question of the conditionality of financing from the Federal budget, observance of the rule of law is one of the stumbling blocks in passing the third day meeting of EU summit in Brussels

The President of France Emmanuel macron on arrival at the summit on Sunday was named one of the top priorities remaining debate “the issue of the legal state, the underlying conditionality of budget.”

Recall that in 2018, the European Parliament approved a resolution calling to impose disciplinary measures against Hungary because of “violations of the European norms and principles of the rule of law”. We are talking about the possible launch of a European Commission procedure that may ultimately result in the loss of Hungary’s voting rights in the EU Council under article 7 of the EU Treaty. However, until now, any decisions on this issue were not accepted.

According to Hungarian Prime Minister Viktor Orban, the procedure of deprivation of the country’s subsidies because of suspicions in violation of the rule of law is unacceptable.

The Prime Minister of Poland Mateusz Morawiecki also said that Warsaw will not support a new mechanism that provides for the freezing of aid to countries that violate the norms of a legal state because they do not want to feel bound by such obligations.
