KIEV. March 2. UNN. The first division of the port control in Ukraine, developed in the framework of the Global programme on container control (Container Control Programme CCP), began work in the port of Odessa. This was announced by acting Chairman of the State fiscal service Miroslav Prodan, reports UNN with reference to the message of the SFS.
“The first division of the port control in Ukraine, developed in the framework of the Global programme on container control (Container Control Programme CCP), began its work in Odessa port. This is a new stage in combating smuggling and transnational crime, the fight against which today is carried out by many world countries,” – said Prodan.
As explained by the head of the SFS, the Odessa port was chosen because virtually 100% of containers entering the customs territory of Ukraine, go through the area of activity of the Odessa customs.
The unit was composed of 5 employees from the GFS Odessa customs and the southern regional government of state frontier service. They will work on preventing the illegal transport of contraband of drugs, weapons, counterfeit merchandise, dual-use goods, objects of flora and fauna with the use of sea containers and other criminal activities.
The port control unit will conduct analysis of preliminary information provided by marine agents from national and international databases (CTS, the international system risks WCO IPM and PICS-the exchange of data on counterfeit goods and the data on the turnover of precursors). After that will be the selection of risky movements of goods in containers, generalization and analysis of available information.
Based on the obtained information, a decision will be made about additional forms of customs control. This can be either an additional review of the documents, or scanning, weighing, customs clearance, the use of dog teams.
The second group will be created in the area of customs in Kiev airport “Borispol”. Its launch is planned in late March. Both groups will operate with the support of the Embassy of Canada in Ukraine.
