When talking about the work in the winter session of the parliamentary Assembly of the Council of Europe (PACE) powers of the Russian delegation were challenged. The relevant proposal was made by the Lithuanian MP Emanuelis Zingeris, justifying it by the fact that in Russia not complied with the decisions of the European court of human rights (ECHR).
The proposal of the Zingeris requires the support of at least 30 representatives of the five national delegations at PACE, and it is this support received. The Assembly rules provides that within 24 hours the proposal should be considered within the framework of the PACE Committee on monitoring. Then this offer should be accepted or rejected by the Assembly, reports “Interfax”.
After Zingeris, the proposal to challenge the credentials of the Russian delegation was expressed by the Deputy of Parliament of Latvia Maria Golubeva, who said that the election of deputies of the state Duma of 2016 were held in Crimea, which is “occupied territory”. In this regard, Golubeva considers the participation of deputies of the Crimea in the state Duma is illegal. The proposal to challenge the credentials of the delegation sent to the PACE Committee, which must render its decision within days.
In addition, at the session on Monday, the representatives of national delegations to PACE challenged the authority of the delegations of Switzerland, Spain, Portugal, Poland and Moldova in different, mostly for gender reasons.

Dems on the post of the PACE President was replaced by a Swiss MP Liliane Maury-Pasquier. The PACE President is elected for a term of two years, the next election will be held in January 2022.
In his inaugural speech, Dems stated that it would be “very active President,” according to 112.ua. He also noted that the relationship between human rights and the environment is a priority for him.
“We need policies with the results, we need to influence the daily lives of our 830 million citizens”, – said Dems.
At the beginning of the winter session also elected Vice-President of PACE. They became the people’s Deputy of the Verkhovna Rada of Ukraine from fraction “the servant of the people” Oleksandr Merezhko.
At the beginning of the PACE session will discuss the functioning of democratic institutions in Poland, political persecution in Azerbaijan, threats to media freedom and safety of journalists, trafficking in persons and human organs, the parliamentary elections in Belarus, which took place in November 2019. Russia remains leader in the number of unexecuted decisions of the ECHR
In 2018 Russia leads in the number of non-executed ECHR judgments, their number amounted to more than a thousand. This was stated in the report of the Committee of Ministers of the Council of Europe (CMCE), prepared last spring.
Competitor to Russia in 2018 for the number of unexecuted decisions (1585), the ECHR has once again become Turkey (1237), followed by Ukraine (923), Romania (309) Hungary (252). The total number of unexecuted decisions of the ECHR declined from a maximum of 11 099 in 2012 to 6151 in 2018. 1248 decisions of this list concerned the cases in which first identified the violations of the Convention on human rights, in other cases the violations were repeated.
The amount awarded to the applicants in cases against Russia the compensation owed by the Russian government in 2018 decreased from 14.6 million euros to 13.1 million euros, with Russia on this indicator was in second place after Albania (13,453 million euros). Then by a wide margin was Italy, France and Romania (respectively 9,792 million, 6,731 million and 5,807 million euros).
The Russians award compensation does not mean that the state has paid the money.
In General, the number of closed cases, the decisions of which are considered to be fulfilled, declined in 2018, with 3.6 thousand to 2.7 thousand. “The situation demands action at the highest level”, – stated in the Committee of Ministers on the fulfillment of decisions on Affairs of Yukos, Alexei Navalny and Peter ofitserova and Alexei Pichugin.
