Facebook banned advertising funded by foreign users, before the elections in Ukraine. This prohibition also applies to election campaigns in Indonesia and Nigeria.
According to New York Times, the social network hopes this will help to dispel the concern that the platform is used to manipulate voter behavior.

Facebook and other Internet companies are faced with strengthened checks on how they treat users ‘ personal data. They are often criticized because they have not made enough effort to not let interest groups influence the electoral campaign. Critics argue that Russia in particular uses Facebook to gather personal information and distribute paid advertising to influence the course of election campaigns. This is what Moscow did in 2016 in the U.S. and during the referendum on leaving the EU in the UK.
In Facebook explained that the use of a mixed automated and human intervention to identify financed from abroad advertising during elections. In particular, it is noted that the restriction applies to any ad, the advertiser which is based outside of Ukraine, and “if we are talking about politicians, political parties or it encourages or suppresses the vote.”
