The Ministry of health of Russia proposed amendments to resolution of Cabinet of Ministers establishing quotas on the importation, manufacture and storage of narcotic drugs and psychotropic substances.

The proposal of the Ministry of health appeared on the portal of projects of normative legal acts.

The Agency explains the need for quotas in particular for hash, oil and marijuana what is now the circulation of these substances is allowed only for investigative purposes or for scientific and educational or and expert tasks. For medical purposes, their use is banned.

The Ministry of health consider it necessary to launch in Russia “scientific research and trials, including the study of abuse potential” of such drugs. Their implementation would require and allow limited importation of drugs.

For these it is proposed to allow the import of 50 grams of hashish oil, 300 grams of hashish and 1.1 kg of marijuana annually. In addition, the quota for the import of active substance of tetrahydrocannabinol (all isomers) to increase from 10 to 300 g.

The discussion of these proposals is planned to finish by February 8 of this year.
