Not the carrot, not the stick. The European ground the Ukrainian palette

Notes in the margins of the London conference on Ukraine

The recent London conference on reforms in Ukraine, organized by the British foreign Secretary Boris Johnson, has created a favorable background for the further work of the government and overcome the General apathy.

After all, when, without raising his head, digging the trench, it is difficult to assess the extent of progress.

Note that such a large-scale, meaningful and representative the meeting was not for many years. And almost for the first time from international partners — foreign Ministers of European countries came the words that Ukraine has some progress.

Before that, we talked about the need to act on shortcomings, but this time we received official confirmation that despite all the flaws and weaknesses, there is progress.

If the analogy with the painting, it is the soil, which can be applied to the palette. A lot of work ahead — the implementation of the Agreement EU — Ukraine, and other joint documents, but the unequivocal support of the Europe — is the Foundation without which it would be difficult to go further. Each of the participants talked about the support of Ukraine on the path to reform. This is not a whip, figuratively speaking, and not a carrot, and a slice of it.

“When, without raising his head, digging the trench, it is difficult to assess the extent of progress”

For example, in Europe up to the end did not believe that Ukraine will be introduced the electronic Declaration. It is not in many countries it is. Some European Ministers first began to understand what we want and where we are going.

However, many of them in private conversations, admitted that in 2014 correctly assessed the situation in Ukraine and did what should have been. Such messages are already there, although a year or two ago, they were in principle impossible.

However, we have disziplinarrat not so much political statements as an understanding of the agenda, initiating intensive work process for its implementation.

The format of the London conference on Ukraine was so successful that Denmark, for example, suggested to hold the same in the next year, and Croatia in 2019. on the one hand, it inspires us, and on the other obliges: we can’t come every year for such conferences with the same set of abstracts. In a year you will need to say sold, to talk about the next steps.

The transition from the political relations with Europe in the substantial — very important for Ukraine process: discipline and self-discipline, and reputation. The main thing is not to hope for immediate results.
